Default nothing to do with a scoob but please help

Hi i have an electrical problem,i have a leisure battery on my transit(it is charged by a solar panel)and i have a 12v socket running off it .
I noticed the other day this is not working so i replaced the earth wire and thats fine,changed the 5amp fuse thats ok but still no power to the 12v socket.
So changed the live feed and the 12 v socket and nothing.
Tested it with a volt meter and have 12.38 volts to the 12v socket but as soon as i plug something in (car phone charger with an on light ,that doesnt light) i only get 0.689 volts.
Can someone please tell me how to sort this out or am i just making a simple mistake

Am I being a bit thick here but surely you shouldn't be using a leisure battery on your van

Car batteries have to deliver very high amounts of current for brief periods of time, like when you start the motor and a leisure battery won't survive very long using it this way

Surley he means he has a leasure battery AS WELL as a normal one,for plugging stuff into like mini fridge?

have you tried more than one 12v appliance in the 12v socket.
if you've only tried the phone charger, it could be the phone charger thats at fault & it may be shorting out inside

LOL
Sorry didnt make that very clear its a camper van,I have a heavy duty battery for starting and a leisure battery for the interior lights etc (nothing that exciting...........shame really)
Also have try everything 12 v i have in it.think i going to charge the battery up and see if that helps ..
