You will never generate peak target boost in the lower gears due to the laws of physics.
It would of been mapped to 1.3bar in 3rd or 4th gear, so in 5th you will achieve slightly more and in 1st or 2nd you will achieve less.

A simple test would be foot to the floor wide open throttle in 2nd gear from 2,500rpm to 6,000rpm. Then repeat in 4th on the same section of road.
My estimate is that 4th will achieve 0.2bar more.
