Default Help needed with a break imbalance issue ??

I'm currently having a break in balance issue on my v5 sti when I first got it the discs and pads were pretty bad so I fitted new ones all round after this I have noticed that under hard breaking the rear wheels lock up before the fronts it's currently running without the abs as it's missing a front abs ring I've fitted new front calipers but I'm still having the same issue if I bleed the front breaks there are no signs of any air being released but it does improve slightly for a few hours but then the problem returns my next step was going to be the master cylinder but I thought I'd get a few other opinions first any advice would be appreciated cheers
