Probably end up getting a fine himself as your not allowed to walk on a motorway except in an emergency So he's right in what he's trying to say but can't suggest that people don't know the law, when he doesn't know it himself?

The law changes when there is an incident led closure on a motorway, the no pedristian law is N/A. It's the same as when there is snow on motorways and people left cars on there they would have 24hours to collect there car or they would incur either a parking fine or towed to a police or highways compound!!
