Default Revs taken a while to come down

Has anyone got any ideas as to why sometimes when i stretch the gears sometimes it takes a while for the revs to come back down?

Also when i am at lights sometimes the car will rev a little higher to about 1k rpm or when i go to drive off he sputters a little bit, but all of this is not all the time, but when it happens it is annoying!!

Sounds like idle control valve, mine was sticking the revs would stay up for a few seconds, if i rev'd car up from under bonnet the revs would sit just over 1k then slowly drop, i found a tap withe a screw driver on side of idle control valve made the revs drop imediatly.
