Default Garrett gt30 external wastegate

Hi everyone I'm looking at a billet Garrett gt30 on scoobynet, trouble is there's no actuator as previous owner had it fitted with a external wastegate, is this a problem and are external waste gates universal or specific to the types of turbo? Ive looked on a few websites and the seem to go for around £450 for a wastegate, so if the turbo is costing men£550 then that's a grand for a turbo that's secound hand and i can get one in from the states for around £950 brand new. Any help would be much appriciated. Thanks
