Not completely sure, but I always assumed to allow the air to escape so the rear bumper acts less like a sail on the back of the car?

ok - long as everyone else has it too ha ha - thought my previous owner had tried installing something and b*stardised it !!! ha ha

If you look in the hole you should see your number plate lights as well mate .

i thought they were only JDM and to do with metal bracket for jap plate?

Anyhow, if you order the Range Rover HSE model specific plate from http://www.demonplates.com/platebuilder.php , the size fills the whole recessed area

Nope, definitely the same on all UK cars too. But it could be Subaru's lazy design department just leaving it the same as the JDM cars to keep manufacturing costs down......

I thought jap cars had a different size plate holder/number plate. The brackets extend out past the bumper, hence the hole?

It's for your number plate lights.
Up in the hole should be 2 brackets each with a number plate bulb holder fitted.

But you need to be able to access them as they are quite recessed.
If you have ever tried to change one when the clear cap securing bolts are siezed you will know what I mean
