Default over boosting

as per title, ive got a 1993 wrx which is boosting at 1.2 bar. at 4000rpm. this is a problem as i cant open her up.it cuts out and nose dives.. How can i bring the boost down?

Restrictor pill missing from bottom hose of 3 port solenoid ?
It usually gets thrown out when the pipe is replaced with samco/silicon hose.

Actuator set too tight.
With it disconnected from the wastegate it should half align on the pin. Just needing a slight tug to fit it on the pin. If it's tough to align and fit over the pin it's too tight.

well been to 3 subaru specials and all have said the same thing, its the turbo. By that they mean were i rebuilt it id done a good job, so it looking like ive got to get a map able ecu and have a remap

well at long last sorted. needed a new boost solenoid. Runs sweet again at last
