not a noticalble diffrence imo . The throttle body is warmed up by the coolent the idea is to bypass it so the air passing throught the throttle body dosent warm up, the cooler the air in the engine the better.

Icing is due to the drop in pressure through the throttle body.
The depression causes the moisture in the air to fall below its dew point and hence liquification occurs. In the absence of a heating element this then may turn to ice which will adhere to the throttle plate/body. This is dependant on the humidity, pressure and temperature conditions existing at the throttle body.
When the ambient air temp is below 0 C then there is no moisture present at the induction in a gaseous or liquid form as it must solidify at anything less that 0 C at atmospheric pressure.
You are most likely to experience throttle icing when the ambient temp is around 0-5 degrees and the humidity is high.
