Default icloud activation lock

Has anyone used the online service (iphoneimei.net ) £39.99 to clear the icloud activation lock on there phones? The phone was handed in to lost property at work, and was returned to me after two months as it had not been claimed. Phone is a iphone 6. Thanks in advance for any replies.

The phone maybe also blacklisted by the provider if someone has claimed on insurance/reported to police.
