Apart from tardis, which is fookin strong, I would recommend the autoglym intensive too!
Nothing you could put in a wash would get rid of tar safely, you will need to wash the car, remove the tar with product, then wash and rinse those areas thoroughly! Then seal / wax, ideally both both
