This is the grey area for most people. Some say it would be the European Insurance, some the track insurance. If it's European Insurance thats required, surely you wouldn't bother with the track insurance.
This is where I think that Nurburgring as a copration should once and for all state what is actually required on track, no grey areas. They need to make it more difficult for people to buy lap tickets, you should not just be able to pitch up and buy them without some kind of documentation. No one is ever even asked if they have a licence. How ****ing scary is that?
The trouble is, as a corporation, they will never want to slow the process down of getting loads of people out on track as quickly as possible, as it's too big a money spinner for them.
