Basically the Dips come on with the live which only has power when the lights are on, this power is on for both dip and high it's just the earths that switch from Dip to high. By Earthing the ballast directly the HIDs will stay on with the main beam.
The only down side is that the HIDs will come on if you 'flash to pass' with the dips off which will shorten their life slightly. There is a fix for this but it involves butchering the wiring harness in the steering column adding resistors and relays plus running a new loom to the lights!
