I recently went to buy a car with my mother, the guy selling it could not find the log book.
What we did was phone DVLA and got them to confirm he was the registered keeper, that way we were happy the car was legitimate and not stolen.
The guy selling us the car then applied for a new log book, he then forwarded it on to us.
Was a pain but not a real problem.
