What model of car do you have as I believe they were only fitted on 2001+ wrx's not sure until what date?
But basically it was a pre-turbo cat fitted in the up-pipe not only do they vastly affect the spool of the turbo (lag) but if they fail (not uncommon) they destroy the turbo. Fitting a de-cat is fairly simple but fiddly you will need new turbo studs and a couple of gaskets as a minimum.
Do not go for too large a bore pipe as this will reduce exhaust has velocity and again increase the spool time of the turbo, the best option is a Harvey up-pipe from AS Performance matched to your turbo.
