Horses for courses with engine builds!
My engine was built by Andy Williams of Williams motorsport and has been an excellent engine but did suffer a HG issue after about 3 years at 450ish BHP. It's since been rebuilt again by Andy with new Cosworth HGs. So one piece of advice would be don't get Cometic gaskets!
Paul Finch and ASPerformance always get good feedback but as CJ has said unless you are trying to reuse the original block to keep the car a matching numbers car then a new or even used block with your heads rebuilt would be a good option.
If you plan to reuse your old block then speak to a range of builders see what they suggest/offer and then go with whoever makes the most sense to you!
Slow boy racing in Kent did Juras build which seemed pretty good, but budget for new oil modine and pump as a part of the build, I also went for a new water pump and sump at the same time.
