we used to spray something around the inlet to test if suspect - was a long time ago but if it was inlet manifold sucking in air the revs would change when area was squirted - sorry its been a long time since I had that issue but might of been carb cleaner or wd40 etc

just have a fire extinguisher handy if you try this in case a stray spark catches

the spray test doesn't fix anything but as a quick easy test it can be very helpful - it really does sound like an inlet manifold or possibly vac pipe leak ,,, just a guess though and im not a mechanic but if youre at the pulling your hair out stage its worth considering
