Generally speaking 3.5" ext HDDs require a power adapter and 2.5" ext HDDs do not. The 2.5" can work off one USB port but often the cables supplied have a double USB end for the computer connection to provide enough power as sometimes one USB port will not suffice.

I have no knowledge or experience of connecting an ext HDD to a TV
