Usually if it has a service book which is being stamped you shouldn't get any supporting documentation as that is what the stamp book is for. Obviously if he had extra work done at a garage you should expect to have receipts.
As with corrosion I dont know to be honest. I just know once rust starts its very hard and expensive to repair.
The belt you probably saw would of been the aux belt(s) and not the cambelt. Just because the aux belt is in bad condition doesnt always mean the cambelt will be the same, a lot of people just change cambelt without anything else. Usually you should change a cambelt kit either every 5 years or 60k miles whichever comes first. Aux belt is cheap and easy to do.
All in all sounds like you made the right choice. I'd always have a suspicion of someone selling a car who hasn't had it for long without a good reason...
