I guess the government is generally in agreement with the change, but concerned about the cost of implementing it - especially with the economy as it is.
It'll cost a shedload to change signage everywhere, publicise & educate, update paperwork and books (highway code etc) and generally getting the message out there. Lots of little things too, people's satnavs have speed limits set on them and can warn if over, some cars have settings that monitor speed and alert the driver if going over.
But i agree, 70mph is a daft limit. But they're also worried that if we do 20mph over the limit now, then we'll just raise that with the change (people driving at 100 instead of 90).
