Always wanted to know what these are as ive got these on my type r but in the first pic mine is red anyone know

Judging on the fact the outer ring on the first pic goes up to 12, is it date related I wonder...?

The first round one is a Japanese vehicle inspection sticker (like our MOT). Google suggests the second one is something to do with insurance...
