Not completely sure, but I always assumed to allow the air to escape so the rear bumper acts less like a sail on the back of the car?

ok - long as everyone else has it too ha ha - thought my previous owner had tried installing something and b*stardised it !!! ha ha

If you look in the hole you should see your number plate lights as well mate .

i thought they were only JDM and to do with metal bracket for jap plate?
Anyhow, if you order the Range Rover HSE model specific plate from http://www.demonplates.com/platebuilder.php , the size fills the whole recessed area |

I thought jap cars had a different size plate holder/number plate. The brackets extend out past the bumper, hence the hole?

It's for your number plate lights.
Up in the hole should be 2 brackets each with a number plate bulb holder fitted. |
The hole would not be so big if it were just for number plate lights
