Can anyone fit a cat flap in a glass door for me

The glass has to have the hole cut in the glass first, then it gets sent away for the toughening process. If the door has got glass top and bottom with the plastic piece that goes across the middle of the door could you not remove the glass in the bottom section and replace it with a white insulated panel? The type you find in conservatory lower walls. easier to cut a hole in. ;-)
